The final instalment of the National Service Framework (NSF) for Children, Young People and Maternity Services was published in September 2004 (Department of Health (DoH), 2004). This is part of the Government’s commitment to children exemplified in its Green Paper, Every Child Matters (Department for Education and Skills, 2003). This document sets out the Government’s proposals for reforming the delivery of services for children, young people and families, augmenting existing measures to ensure that children at risk of harm and neglect are protected and enabled to develop their full potential.
